Does My Betta Fish Have Fin Rot?

My betta fish has always been active. I started noticing that his fins kind of got smaller and their are small white tips in the end of them. He also never flares anymore. Not even at a mirror. He swims and is active but not as much as before. Could he have fin rot? Or is he getting old? I feed him 4 pellets daily and I feed him freeze dried blood worms twice a week. Please help me.

I have a plastic plant in their right now and before it was too big and then I cut it. Seems like ever since the last time I cleaned my tank he hasn’t been active and his fins look worse.
here is another picture.

I can’t tell much from the picture but it does look and sound like he has fin and tail rot.

Betta’s need at least 5 gallons of water per fish. They need filters, and heaters. Get rid of the plastic plant and either get a silk plant or a small live plant. You should do 25% water changes weekly, on any aquarium, while cleaning the gravel with a gravel siphon. You should never “clean” the tank because that gets rid of all of the beneficial bacteria that eats up waste and leftover food.
