My betta fish just stares at himself?

He seems happy, that’s not the problem. I just find it odd that a fish that is so naturally aggressive (?) doesn’t seem to flare at himself when he sees his reflection. I’ve observed him while by a mirror, and I’ve noticed that he just avoids looking at the reflection. And if he does, he just naturally looks at it, as if nothing.

Could it just be his personality?

Ok, this may sound stupid, but bettas all have their own personality (mellow, jumpy, testosterone-pumped, scrappy, smooth). It appears that your betta is playing it cool. I think you either have a very intelligent little sucker (because he can recognize himself calmly in the mirror), or a very dense one (because he is completely oblivious to his macho reflection). :-) Either way, it’s good that he doesn’t get his dander up easily, and I hope you enjoy him!
