My Betta Fish doesn’t do much.?

I got a betta fish a few days back. It’s been in the care of my friend and I know they didn’t treat it as well as I’m trying to now.

He’s in a 1 1/2 gallon tank. (I can’t afford a bigger one at-the-moment)
He has a 2-10gallon heater that doesn’t seem to be working.
An air filter.
A light
And I feed him ‘Betta Pellets’ which he doesn’t seem to eat.

All he does is sit at the top or bottom of the tank.. That’s it. The tank may be a little cold, but I don’t know what else to do. The tank is also empty for now..

Could he be sick? Lazy or what? I heard that they have a lot of personality, but he doesn’t do anything. DD:

he is probably stressed from all the movement thats been going on and with the food when my betta didn’t eat the pellets i didnt feed him for about two days so he got hungry and ended up eating them. i know that might sound mean but it worked now he really healthy and ive had him for about a year and a half
