Does my Betta fish have fin rot D8?

Alright, so I know that fin rot is caused by unclean water, which results to problems such as high ammonia levels.
My Betta is in a 1.5 gallon tank, with a Hydor Mini Heater and a filter; I changed 30% of his water weekly. Yesterday was the second week I’ve had him in his new tank (he started out in a depressing 1/2 gallon bowl three weeks ago) and decided that I needed to give his tank a full water change. I rinsed the gravel and decor with hot water – no soap – and replaced the tank with new water treated with water conditioner. Today, when I returned to my room, I noticed that his fins were deteriorating.

I looked on google and it seems like a gray area

How to take care of my betta?

I just got my betta today, and it has rocks,a fake plant, a little hidding place for it and marbles. i feel like he is misserable so much! is he very lonely? Should I get him a little friend like another betta. my betta lives in a nice glass bowl. I cleaned it today so I thought he would seem more active or like happy. Am I doing something wrong? is the water too cold for him, I dont know the exact temp of his water but i put the water from my sink in there, is that a bad thing? help!!! I just need help because this is my first time ever to get a fish. please help!
